is there a way to organize a plugin effects?

im used to using the dropdown menu
and using Sapphire plugins and some
flooded it.

The quick answer is, not really.

As far as I know, the information for how they're ordered in the effects menu is hard coded into the plug-ins.

You can rearrange the effects into folders in the Finder/Explorer and use the Effects & Presets panel set to Finder/Explorer Folders. Not a great solution though.

You could probably create a script palette with some kind of user interface where you can reorder the effects and apply them. But they would only be reordered in the script's palette and it would be an awful lot of work to write.
